Who knows whether the recent CCA prepared in Turkmenistan is
analytic or not? Or whether the UNDAF in Madagascar is strategic? Or whether the
draft CPAP – soon to be signed – in the Philippines meets quality standards,
such as alignment of the plan with MTSP and MDGs, synergies between programmes
supported by different UN agencies, or inherent logic between the causes of
unfulfilled children’s rights and the proposed initiatives?
Who knows which one of the many programmes planned during the last 3 years are
of good quality, and could serve as good examples to other aspiring planners?
Who knows whom to ask for an opinion about the quality of our programmes, and
planning documents? And did anyone actually ask? Or did anyone report?
And who knows why anyone should fret over the quality of our analytical and
planning work anyway?
If we don’t know, most likely the spotlight of UN reform will bring it out.
Who knows.
